Request for Proposals (RFP) 2020-03
GRANT WRITING AND ADMINISTRATION CONSULTANT SERVICES
The Town of Fort White requests proposals from qualified individuals or firms to provide Grant Consultant Services in the following categories: Grant Application preparation, Grant Administration or both. Grant project management, for the Towns anticipated FFY 2019 and/or FFY2020 Community Development Block Grant (CDBG) applications in the Housing Rehabilitation, Commercial Revitalization or Neighborhood Revitalization Categories. The Town anticipates submitting an application in the FFY 2019 application cycle. If the Town does not submit an application in the FFY 2019 application cycle or if the application submitted in the FFY 2019 application cycle is not funded this solicitation will be used to develop and submit an application in the FFY 2020 application cycle. If a grant in either the FFY 2019 or FFY 2020 CDBG application cycle is funded this RFP will be used to select an individual or firm to manage the awarded Small Cities CDBG grant project. Certain federal and state requirements (such as equal employment provisions) will apply to the contract for this project. Professional services shall be secured in accordance with CDBG Regulations including 24CFR, Part 85.36, and other procurement requirements adopted by the Florida Department of Economic Opportunity.

PUBLIC NOTICE OF INTENT TO ISSUE AIR PERMIT Florida Department of Environmental Protection Northeast District Office Draft/Proposed Permit No. 0230046-007-AV New Millennium Building Systems, LLC, Lake City Columbia County, Florida Applicant: The applicant for this project is New Millennium Building Systems, LLC. The applicants responsible official and mailing address are: Mark Ripke, General Manager, New Millennium Building Systems, LLC., Lake City, P.O. Facility Location: The applicant operates the existing Lake City facility, which is located in Columbia County at 1992 NW Bascom Norris Drive, Lake City, Florida 32055. Project: The applicant applied on October 4, 2019 to the Department for a Title V air operation permit renewal. This is a renewal of Title V Air Operation Permit No. 0230046-005-AV. The existing facility consists of a steel joist, girder, bridging and decking manufacturing operation. The steel is received as coils or long pieces that are shaped or cut depending on the product the facility is producing. The steel is cleaned and painted. Emissions from the process are not controlled. Compliance is achieved through the use of paints and materials that comply with federal air regulations. Permitting Authority: Applications for Title V air operation permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210, and 62-213 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and a Title V air operation permit is required to operate the facility. The Northeast District Office is the Permitting Authority responsible for making a permit determination for this project. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency's proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency's proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency's proposed action. A petition that does not dispute the material facts upon which the Permitting Authority's action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority's final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Departments action may also request an extension of time to file a petition for an administrative hearing.
