Columbia County plans to apply to the Florida Department of Economic Opportunity (FDEO) for an FFY 2019 Housing Category Small Cities Community Development Block Grant (CDBG) of $750,000. If the application is not funded under FFY 2019, the County will resubmit for FFY 2020.The activities, dollar amounts and estimated percentage benefit to low-and moderate- income persons are as follows:

The County will provide housing rehabilitation to serve approximately eleven (11) homes of low to moderate income households within Columbia County.
The County does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, The County will assist them as described in the Countys Anti-Displacement and Relocation Policy, which is available for review at the Columbia County Administration Office located at 125 NE Hernando Avenue, Suite 203, Lake City, FL. 32055.
A public hearing to provide citizens an opportunity to comment on the application will be held at the Columbia County School Board Administrative Complex Auditorium. 372 West Duval Street, Lake City, Florida 32055 on Thursday, August 20 at 5:30 p.m. A draft copy of the application will be available for review in the County Administration Office located at 135 NE Hernando Avenue, Suite 203, Lake City, FL. 32055, by noon on August 12, 2020. Persons wanting to submit written comments on the application should send them to David Kraus, Assistant County Manager - Administration, by e-mail at david_kraus@columbiacountyfla.com or by mail at PO Box 1529, Lake City Florida 32056-1529. A final copy of the application will be made available for review during normal business hours at the Columbia County Administration Office located at 135 NE Hernando Avenue, Suite 203, Lake City, FL. 32055, no later than October 1, 2020. The application will be submitted to DEO on or before October 5, 2020. The public hearing is being conducted in a handicapped accessible location. Milling and Resurfacing of a rural section of 22' wide (2 - 11' travel lanes) and placement of new asphalt pavement in two layers: 1) structural (165lbs/sy) and 2) surface (137.5lbs/sy) of approximately 3800 LF, or 0.72 miles of length.

Milling existing travel lanes and resurfacing with 137.5 lbs/sy asphaltic pavement, widening existing roadway section at signal by constructing 12' lane, (8" limerock base, and placement of new asphalt pavement in two layers: 1) structural (165lbs/sy) and 2) surface (137.5lbs/sy), and miscellaneous signalization items.
Scope of work includes limerock, widening, mixing, grading, asphaltic concrete pavement, stormwater piping, erosion control, grassing, painted pavement markings, constructing vehicle loops, repair loop windows, install 5% section signal (provided by County), and incidental items.
The Bid Forms and Construction specifications may be obtained from the Countys web site at http://www.columbiacountyfla.com/PurchasingBids.asp. Deadline for questions regarding construction plans, specifications, and/or bid documents must be received before 2:00 P.M. on September 4, 2020.
The successful bidder will be required to furnish the County Manager with a 5% bid bond with submittal, and if selected, furnish the County Manager with a performance bond and proof of liability insurance prior to commencing work.
The Columbia County Commission reserves the right to reject any or all bids and to add to the contract or delete from the contract to stay within their funding capabilities.
