This is to give notice that Lake City has submitted an application for a Community Development Block Grant (CDBG funds) to the Florida Department of Economic Opportunity (DEO). The funding is provided by the U.S. Department of Housing and Urban Development (HUD) and will be used for improvements to an existing wastewater main and gas main to support the construction of a Truck Stop Service Center to be located at the I-75 and US 441 exchange in Columbia County; each are located in separate service areas of Columbia County.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
Construction will be undertaken in the 100 year floodplain and/or wetlands. Lake City is interested in alternatives and public perceptions of possible adverse impacts that could result from the project as well as potential mitigation measures. The proposed CDBG funding will be used for wastewater main and gas main improvements that will be required for planning and permitting of the project due to limitations in wastewater treatment facility capacity, the facility will be expanded in place by package unit addition. The project will be located in two separate areas. Approximately one-quarter of an acre of floodplains will be involved. The proposed project is anticipated to create job creation in the area due to the business development associated with the project.
