Columbia County Community Development Block Grant
Early Notice for Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland
November 24, 2017
Columbia County
135 NE Hernando Street, Suite 203
Lake City, Florida
(386) 758-4100
To: All Interested Agencies, Groups, and Individuals
This is to give notice that Columbia County has submitted an application for a Community Development Block Grant (CDBG funds) to the Florida Department of Economic Opportunity (DEO). The funding is provided by the U.S. Department of Housing and Urban Development (HUD) and will be used to connect a neighborhood water system to the City of Lake City municipal water service under CDBG Contract #17DB-OJ-03-22-01-N16.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
Construction will be undertaken in the 100 year floodplain and/or wetlands. Columbia County is interested in alternatives and public perceptions of possible adverse impacts that could result from the project as well as potential mitigation measures. Water line installation, improvements and street paving activities are located within the floodplain area. 7,100 LF of 12 inch water main will be installed to connect a neighborhoods water service to the City of Lake City municipal water service. 2,200 LF of water lines within the neighborhood will be upgraded to a minimum 8-inch main to accommodate fire hydrants and provide fire protection to the residents. Neighborhood roads will also be paved within the Plantation Park neighborhood on Kimdale Loop and Stratford Glen roads. Approximately one quarter of an acre of floodplains will be involved. The project is necessary to improve the water supply to the low to moderate income neighborhood from a current unregulated water system. The project will serve nineteen existing households and will be paving two roads in the neighborhood that are currently unpaved.
