FDOT outlines for City Council highway work planned for 2009
Councilman John Robertson requests update on building security.

The Florida Department of Transportation will begin resurfacing U.S. Highway 441, between U.S. Highway 41 and State Road 100, in March 2009.
FDOT briefed the Lake City City Council about the upcoming project during Monday’s meeting.
In addition to resurfacing, several turning lanes — located on the same stretch of highway — will be elongated to include more cars, while wheelchair ramps and pedestrian signals will be upgraded, said FDOT Roadway Design Project Manager Jamie Driggers.
The school zone at Malone Street and U.S. 441 will be removed and the school zone at Columbia High School on U.S. 441 will be increased to 45 mph.
In order to elongate the turn lane onto Baya Avenue from U.S. 441 heading south, all side parking will be removed, Driggers said.
The construction could last up to eight months. Sections of U.S. 441 might be detoured temporarily during the resurfacing process, but any detours will be for short periods of time, Driggers said.
Resurfacing between U.S. Highway 90 and Railroad Street will be done during evening hours, Driggers said.

n Councilman John Robertson requested that City Manager Scott Reynolds give Council an update on building security at the next Council meeting.
Robertson suggested putting up a sign outside chamber doors stating that no weapons were allowed inside and that a police officer should stand at the door and use a wand to detect any concealed weapons.
The councilman also bid his fellow council members a fond farewell, as Robertson chose recently not to run for re-election. His term still has six months to go.
“I have determined that 12 years is long enough,” Robertson said. “I have accepted the fact that I am old and I’m tired and worn out. It’s time for somebody else to come and sit in this chair.”
n The Memorandum of Understanding between the City of Lake City and Columbia County relating to the transfer of Richardson Recreational Facility and Annie Mattox Park was approved by Council. The Employment Agreement between the two entities concerning Mario Coppock was also approved by Council.
n Information Technologies (IT) Director Zach Mears updated Council on his joint work with Columbia County on assessing the need for an IT person at the 911 call center. A sub-committee comprised of Mears, Todd Manning, Network Specialist/Information Security Officer for Columbia County Board of County Commissioners, and John Vigna, Systems Administrator for the Columbia County Sheriff’s Office, determined that additional personnel would not have to be hired but that a joint effort between the three would monitor and support the technology needs of the 911 call center.
n Councilman Michael Lee proposed that Council look into drawing up a contract between Council and Reynolds to determine job goals, duties and functions of the city manager.
n The City entered into a Memorandum of Agreement with the FAA, limiting the use of legal descriptions in no-cost land leases of airport property for the location of navigational aids, and relying on a list of all navigational aid facilities and the airport layout plan to identify where the facilities are located.
n An ordinance amending the sections of the City Code relating to special standing Advisory Committees and the Utility Advisory Board was approved by Council.
n Bailey, Bishop & Lane will conduct the topographical survey for the Butler Tract Property for the city.
n Passero Associates, LLC, will be the engineering consultants for the proposed airport terminal at Lake City Municipal Airport.
n Property owned by John Windham and Joyce Windham, located on 197 NW Gwen Lake Blvd., was approved by Council to change in zoning from Residential Moderate Density to Residential Medium Density. The property was also rezoned from Residential Single Family to Residential Office.
n The first reading for voluntary annexation for property located off of SW Real Terrace and owned by Westfield Group, LLP was approved by council.
n The City of Lake City will enter into a new lease agreement with the State of Florida, Department of Agriculture and Consumer Services, Division of Forestry for the lease of hangar space in hangar B-1 at the Lake City Municipal Airport.
n Capt. John DuBose’s service weapon will be surplused, to be given to him upon retirement and a replacement will be purchased from the equipment account and not to exceed $750.
n The Greater Lake City Regional Utility Authority consent agenda was approved and included an invoice from engineer Henry Sheldon for $7,667.20 and rescinded a bid from HD Supply Water in the amount of $23,843.86 for pipe fittings and awarded the bid to Hayes Pipe Supply for $24,843.20.
